AESEMI welcomes the political agreement in Brussels to pass the Chips Act

AESEMI, the Spanish Semiconductor Industry Association, welcomes the political agreement reached on 18 April by the European Parliament and the Council.

This is undoubtedly a major breakthrough for the European semiconductor industry as for the first time the European Union will have its own industry regulation to provide certainty for investments in the ecosystem. The regulation covers several key areas that are essential for the growth of the EU industry:

  • It provides legal certainty for major incentives to attract macro-investments in Europe, which are essential to achieve the objectives of strategic autonomy and cover all segments of the value chain.
  • It establishes specific mechanisms to boost the growth of the sector, backing start-ups and SMEs and facilitating their access to capital, through specific funds for raising capital and specific incentives and programmes.
  • It boosts security of supply by establishing instruments to deal with shortages and facilitating the deployment of innovative production capacities.

This regulation is an important step forward, but nevertheless AESEMI considers that it is only a first step on a long road ahead to establish a solid legal framework that provides guarantees for companies and foreign investment in an ecosystem as global as the semiconductor industry.

AESEMI believes that the best way to continue building EU industry is through the creation of a common industrial policy that transcends incentives and allows a coordinated approach to the efforts made by Member States and the European Union to achieve the objectives of strategic autonomy. In the association we will continue to work towards this goal and to strengthen and promote the Spanish semiconductor ecosystem.
